JULIE serves as a message-handling service for more than 2,000 members, taking information about planned excavations and distributing this information to its membership. It is then the responsibility of each member utility to mark the location of their underground facilities at the excavation site. JULIE does not own, mark, or locate underground facilities. This is a free service. JULIE's Damage Prevention Managers are available to attend and/or present at safety meetings and events at no cost.
